The single window service is being provided in all the Estate offices where the applicant can submit his/her application relating to HSVP work at the counter. An acknowledgement receipt is issued on receipt of application indicating the date when the final reply will be given and in case of rejection of the application the reason for rejection is also mentioned on the receipt.

To be generated for all the plots in the given sector of the Urban Estate for which the possession has been offered. Option shall be given in the report to enter Urban Estate, Sector ID, property category, property sub category or range of plot numbers for which report shall be generated.

The allottee constructs the foundation according to the plan approved and then applies for DPC certificate along with a certificate from a registered Architect stating that the work was done under his supervision, copy of possession certificate, copy of sanctioned building plan and copy of letter of allotment. Junior Engineer verifies the foundation, checks that it is according to the specifications given in the plan, approves it. In case of no objection, the DPC certificate is issued to the allottee on the pre-printed stationary. It is mandatory to get this certificate when building reaches DPC level; otherwise heavy penalty is charged as per policy.

Applicant submits the Occupation certificate application form along with the relevant documents like copy of DPC certificate, report of Architect in form BR IV and V, duly marked with violations and certificate of Architect that?s there is no other non compoundable violation, copy of Sanctioned plan, an affidavit regarding non commercial use of the plot in case of plots other than commercial and copy of possession certificate. After the JE/SDO verifies that the construction is according to the plan, the allottee is issued the partial or full Occupation certificate on the pre-printed stationary. Provisional occupation certificate is given for a period of six months. After expiry of six months if regular occupation certificate is not taken then Provisional occupation certificate will be deemed as expired.

Applicant submits the Revision Building Plan Approval application form along with the relevant document like revised building plan. After the concerned processing official processes the application and grants the approval then the building plan approval letter is printed for the allottee.

Applicant submits the set of approved building plan for revalidation along with the requisite revalidation fees. After the concerned processing official processes the application and grants the approval then the building plan revalidation letter is printed for the allottee.

Under the Self Certification Scheme an allottee can engage an architect after clearance of dues and submit the building plans in HSVP. The plans should be prepared by the architect as per the rules/building byelaws. He shall give a 15 days notice before starting construction, if there is no intimation to the contrary from HSVP. The allottee is required to furnish certain documents including progress certificates and affidavits at the stage of excavation, DPC, roof level and completion. However, after submitting the DPC Report, he shall have to wait for a period of fifteen days prior to going ahead with further construction.
On submission of the completion plan with the required documents, the Estate officer shall issue an occupation certificate within three working days.
However, under this system if violations are found by HSVP at any subsequent date, the occupation certificate issued shall be cancelled and can be restored only after removal of violations.

The allottee is required to submit an application duly signed, to the estate officer, concerned for no dues certificate. System checks that there are no dues against the allottee, and then No Dues Certificate will be printed from the system.

The allottee is required to submit an application duly signed, to the Estate Officer, with stamp paper of the value of the property at the rates fixed by the Haryana Govt. from time to time in triplicate along with photo pasted on each set. The allottee is required to get it executed in case where the payment schedule is over and the plot is fully paid. However the allottee can get it executed if required by him for any other purpose. If the allottee did not executed the Conveyance Deed after the payment of schedule is over then he will be asked to get it executed as per HSVP policy. The system generated memo number and notice date will be saved for future reference.

Applicant can inquire about the amount of Installment left and the dues left by submitting an application to the concerned Estate Officer.

If any allottee wants to mortgage his property with any bank/financial institution he can apply to the Estate officer for mortgage his property with the name of bank/loan authority with whom the property is to be mortgage.

Demand Letters are generated for each plot falling in the area of the sector for which enhanced compensation is ordered by the court.

The allottee is required to submit an application duly signed, to the estate officer, concerned for Non-Encumbrance Certificate. System checks the payments/dues details of the allottee, and then Non-Encumbrance Certificate will be printed from the system.

After approval of transfer permission, the documents as per requirement are to be submitted by the allottee and the proposed transferee. If the document supplied by the allottee and the proposed transferee are found in order the re-allotment letter is issued.

HSVP allows transfer the property from one owner to another owner. If the conveyance deed is done and all dues are cleared then HSVP charges administrative charges of Rs.5000/- for transfer of the property otherwise transfer fee is charged by HSVP at the rate fixed from time to time. Transfer is allowed in case of Residential/ Commercial/ Nursing Homes (Auction). Transfer of residential/ commercial plots wherein either full payment has already been made or laid down schedule of payment of installments is over or Construction is complete (i.e. OC issued), which ever is earlier, shall be allowed only through execution of conveyance deed/ sale deed. However, in other case, wherein full payment of the plot has not so far been made and the schedule of payment of installments is not yet over, a maximum of four transfers shall be allowed before final payment. The rate of transfer fee depends on the zone potential of the urban estate in which the plot lies.

Applicants can get the duplicate paper of their property from the Estate Office in case of missing/ theft and no traceable after submitting requisite fees, affidavit and DDR.

The Applicant can submit an application for de-mortgage of his property after submitting original mortgage permission and NOC of the concerned bank/financial institution with whom the property already mortgaged to clear the lien, the bank etc.

HSVP allots land to co-operative group housing societies, welfare housing organizations and government departments for construction of flats under group housing norms. Numbers of requests are received for either allowing change in size of dwelling units or number of dwelling units. This change involves a thorough scrutiny with regard to development norms/infrastructure provided by HSVP as per policy approved on this issue from time to time. A processing fee is charged from the applicant as per instructions issued on this behalf.

The societies /welfare organizations intending to change the Number of member can change. The changes are allowed within prescribed development norms like density, FAR, height, ground coverage and rate applicable. The representation of societies for change in number and size of dwelling unit/transfer of membership are examined by the concerned Estate Officer as per policy approved on this issue from time to time. Then they are referred to Chief Administrator, HSVP by concerned Estate Officers for approval through Zonal Administrator. However, in those cases where the number of members remains unchanged and only substitution of membership is to be done, those cases are approved at the level of concerned Estate Officer HSVP.

The societies/welfare housing organizations intending to transfer the membership, can transfer membership depending upon the size of dwelling unit. The changes are allowed within prescribed development norms like density, FAR, height, ground coverage and rate applicable. The representations of societies for change transfer of membership are approved by the concerned Estate Officer. This transfer of membership is allowed only till the Occupation Certification has not been issued to the society. However, where the Occupation Certificate has been issued, transfer of built up flats is done under the relevant provisions of Haryana Apartment Ownership Act 1983.

HSVP issues a letter to the allottee who has misused the land. If the allottee stops the misuse then the allottee has to submit the application along with an affidavit that he will not misuse the HSVP land in future regarding the removal of the misuse and after obtaining the report of SDE Survey, the Estate officer take action accordingly.

For most of the categories of plots, 10% of tentative cost of the plot is paid as earnest money at the time of submission of application. The next 15% of the tentative cost of the plot is paid within the specified time period from the date of issuance of letter of allotment. If this 15% of the amount is not deposited within the stipulated time, then in addition to panel interest, surcharge is also levied. Estate officer, zonal administrator / chief administrator have authority to condone the delay as per their powers delegated as per instruction issued. If surcharge and panel interest is not being paid by the applicant then Estate Officer can cancel the allotment and change the plot status to vacant.
